Pyongyang, July 14 (KCNA) — Kim Jong Un, general secretary of the
Workers' Party of Korea and president of the State Affairs of the Democratic
People's Republic of Korea, gave field guidance at the construction site of the
Ragwon County Offshore Farm on July 13.
The respected Comrade Kim Jong Un was accompanied by Jo Yong Won,
Kim Jae Ryong and other major leading officials of the Central Committee of
the WPK.
He was greeted on the spot by the commanding officers of the units of the
Korean People's Army involved in the construction and officials of design
institutions.
The construction of the Ragwon County Offshore Farm has been powerfully
pushed forward and entered the final stage thanks to the plan for the regional
development policy and direct guidance of the WPK to radically develop the
offshore farming which conforms to the natural and geographical
characteristics of the DPRK and proved its profitability and prospect and thus
expand and strengthen the economic independence of coastal cities and
counties in a sustained way.
Kim Jong Un heard the detailed progress made in the construction.
He highly appreciated the efforts of the soldier-builders who are spending the
days and months of feats through successive offensive, devoting their all to
the worthwhile struggle for bringing about the future changes in every coastal
city and county, true to the decisions of the Eleventh Plenary Meeting of the
Eighth Central Committee of the WPK.
He made rounds of the construction site of the offshore farm.
He said that many things have changed beyond recognition in just a few
months since the construction of the farm started in February, adding that the
current practical changes, not words and letters, fully and visually show the
grand plan, steadfast will and executive ability of our Party to powerfully
promote the regional development.

Saying that the construction of modern offshore farm directly planned and
pushed forward by the Party Central Committee is an innovative creation field
to reliably guarantee the efficient rejuvenation and long-term development of
more than 60 coastal cities and counties across the country, he expressed
great satisfaction over the fact that the important construction work to give a
fresh impetus to the realization of the regional development policy which is
growing stronger day by day is being perfectly pushed forward.
He appreciated that the construction of the Ragwon County Offshore Farm
has been pushed forward at a high level in good harmony with the
environment of the coastal area, while further applying modernity, advanced
character and originality, not confining itself to following the past experience.
He said that the construction of the offshore farm is a strategic creation work
for fundamentally strengthening and developing the material foundation for
regional economy and improvement of the people's living standards on the
basis of the specific environment and economic potentials of relevant areas
and thus it is necessary to exactly and substantially organize all the work from
a long-term and scientific point of view. He stressed that it is necessary to
rationally define the grade of the construction of the offshore farm on the basis
of scientific research and analysis of the population, economic foundation and
marine and ecological environment of the relevant region as well as other
projects for the regional development policy and push ahead with it in a
sustained way.
In order to effectively conduct the intermediate- and long-range work of
developing and expanding the regional economies across the country on a
new basis, it is necessary to give precedence to working out the annual plan
for the construction of city and county offshore farms at the stage of the future
struggle, he said, indicating the important orientation for it.
Underscoring the need to build the offshore farm as another stage of
revolutionary development in the design of industrial facilities, he set forth the
tasks and principles arising in massively building offshore farms on a
nationwide scale, including the issue of attaching more importance to
economic profitability and effectiveness in conformity with the rapid
development of construction, the issue of increasing the proportion of
afforestation in the sections of dwelling houses in rural areas and the issue of

applying the most rational and optimized plan in the construction of coastal
structures including breakwater.
He went round with pleasure the dwelling houses successfully built in the
fishing village area.
He said that a new phase of development was opened up in the construction
of dwelling houses suited to the characteristics of the coastal region, the
modernity of the regional environment was improved and the seaside of
paradise and the Korean style fishing village of bliss were born. He said with
pleasure that our Party's desire to present the most beautiful fishing village in
the world to the people of Ragwon County on the occasion of the 80th
founding anniversary of the WPK is to be realized.
Noting that the fishing village in Ragwonpho is a proud visual entity of the new
phase of development of regional rural culture and our architectural art which
is undergoing a complete change racing against time, he stressed that it is the
firm determination of our Party to turn all coastal areas across the country into
seaside of paradise which is shining with new civilization and new wellbeing
enjoyed by the people.
Saying that the Party's policy on construction is a policy of constantly aspiring
after the new and development and there should be no absolute model or
standard in its establishment and implementation, he stressed that in order to
make our construction work pioneer the future both in name and reality, it is
necessary to increase the already accumulated potential for construction and,
at the same time, actively aspire after the advanced ones and wage a
ceaseless struggle.
He said that the successes being made in the construction of the modern
marine industrial base and Korean-style modern fishing village are another
miracle that can be made only by our soldier-builders boundlessly loyal to the
cause of the Party and a powerful proof of the validity and might of our Party's
policy which sets radical changes and steady development in the regional
areas as the most important task and carries them out vigorously.
He expressed expectation and belief that the soldier-builders would perfectly
unfold in Ragwonpho until the founding anniversary of the WPK a peculiar
creation to guarantee the wellbeing of the regional people forever and a
socialist paradise to be proud of and thus translate the plan of the Party

Central Committee into a brilliant reality by redoubling their high militant
enthusiasm and bold redoubled efforts.
Receiving the militant encouragement and great trust of Kim Jong Un, all
the builders took an oath of loyalty to surely set in time a valuable creative
example in implementing the Party's policy on regional development which
can be generalized and applied to other parts of the country by making more
courageous efforts with the honor of the army of the DPRK which is absolutely
